1. Question: In the book of Hebrews is a description of the Old Testament sanctuary. In this description, does the writer place the altar of incense inside or outside of the Holiest of All?

2. According to Hebrews 9, the ark of the covenant contained  three items. One was the tablets of the covenant. Name one of the other two.

1. Inside (Heb. 9:3, 4 ).

According to Exodus 30: 1-10, the altar of incense was to stand just outside the Holy of Holies. Because the altar stood just opposite the ark of the covenant it was considered  as belonging to the Holy of Holies.

2. A golden pot of manna or Aaron's rod that budded  (Heb. 9:4).

These were reminders of God's deliverance of His people from Egypt and His 

provision for them in the wilderness.
